APPLICATION PERIOD FOR INITIAL OCCUPANCY LOTTERY IS CLOSED

Applications for the initial occupany lottery are now closed. If you are interested in East End II, you can still apply for the future occupancy wait list. 

The initial occupancy lottery will occur on July 26 at 289 Fair St., Kingston, NY 12401. RUPCO expects several units to be available for occupancy as soon as the Summer of 2021 through January 2022 for residents who are selected. Qualified applicants that are not selected and those received after the deadline will be placed on a wait list for future occupancy.

Located in the historic Newburgh neighborhood, East End II is a scattered-site development that includes 22 residential building sites within a six-block radius. The development furthers historic restoration and new construction to create 61 affordable apartments located on DuBois, First, Chambers, Johnston, Lander and S. Miller Streets. The apartments will be affordable to individuals and families of mixed-income levels ranging from 30 – 70% Area Median Income (AMI).

East End II also undertakes the adaptive rehabilitation of Highpoint (the former United Methodist Church) and an adjacent building located at 257 Liberty St. The two currently vacant structures will be transformed into community space set to open in 2022. The church’s sanctuary area will be preserved and used for event space and other forms of community engagement. LYNC will provide daycare and job training opportunities at both buildings. East End II boasts an Empire State Supportive Housing Initiative (ESSHI) award to provide rental assistance and supportive services to serve ten units for individuals who are homeless or at risk of becoming homeless with substance abuse disorders and those reentering the community from incarceration. RUPCO is collaborating with nonprofit Bridges of New York to provide case management services that include job training and guidance with daily living needs.

RUPCO partnered with NYS Homes & Community Renewal (NYSHCR), NYS Parks Parks Recreation & Historic Preservation, City of Newburgh, Newburgh Community Land Bank, Orange County multiple nonprofit and private investors to jumpstart the $32 Million mixed-use development in the historic East End neighborhood. This development is RUPCO’s second project in the river city. In 2018, the agency completed East End I Apartments, a $15 Million endeavor that historically preserved fifteen buildings that created 45 mixed-income apartments.

    East End II was awarded an Empire State Supportive Housing Initiative (ESSHI) grant through the NYS The Office of Alcoholism and Substance Abuse Services (OASAS). Residents receiving rental subsidies would only pay 30% of their income towards rent. The ESSHI program pays the balance.
