The Plus One Program can provide funds to property owners to construct or rehab code-compliant Accessory Dwelling Units
Kingston, New York — In partnership with Ulster County and The City of Kingston, RUPCO is currently administrating The Plus One Program to assist Ulster County low-moderate income property owners with grants of up to $125,000 to construct or rehab code-compliant Accessory Dwelling Units (ADU).
All applicants must comply with the income limits below, and if selected, property owners must agree to not uses units as short-term rentals and keep rents at an affordable rate for a minimum of 10 years.

ADUs can be all forms of additional units on residential properties. They may be either attached (internal) to the primary residence (e.g., basement apartment) or detached (external) from the primary residence (e.g., garage conversion, cottage). They have the potential to enable family members (including family caregivers) to reside on the same property while having their own living spaces, provide housing for a hired caregiver, generate rental income for homeowners, and help older residents remain independent and “age in place.”
Interested applicants can download an application online from www.rupco.org or pick up a hard copy at RUPCO’s HomeOwnership Center (301 Fair Street, Kingston.) All applications must be completed, signed, and mailed or dropped at 301 Fair Street, Kingston. NY 12401. No faxed or e-mailed applications will be accepted. Application window will end on September 8, 2023 at 4:00 pm.
