Join the Milton Harvest Project-Based Voucher Waitlist

Are you a senior resident aged 62+ looking for an affordable apartment in Ulster County?

RUPCO might be able to assist you! The Milton Harvest Project-Based Voucher (PBV) Waitlist is now open, offering income-eligible seniors aged 62 and older the opportunity to live in a one-bedroom apartment at Milton Harvest, located at 48 Josies Path in Milton, NY. This program, designed to uplift modest-income households, provides rental assistance for the designated one-bedroom units at Milton Harvest property by limiting the participant’s rent to 30-40% of their adjusted monthly income, with the subsidy covering the remaining portion of the rent.

As of October 2025, and in accordance with NYSHCR guidelines, we can no longer accept paper applications for Project Based Vouchers. Applicants must apply online through the NYSHCR portal, where they can apply to PBV waiting lists, make changes or updates to existing applications, and view which waiting lists they are on as well as their positions. RUPCO staff are unable to inform applicants of their positions on waiting lists.

About Project-Based Vouchers (PBVs)

Project-based Vouchers are a component of the Housing Choice Voucher (HCV) program that provides rental assistance for low-income families at a specific apartment in a development. The voucher is not transferable to another location. RUPCO is the Local Administrator for New York State Homes and Community Renewal (NYSHCR) of the Housing Choice Voucher in Ulster and Greene County.

In addition to Milton Harvest, RUPCO owns and manages other locations in Ulster County that provide project-based rental assistance – including Hasbrouck Apartments and The Stuyvesant.
