Revitalize Broadway Kingston Program

RUPCO is happy to announce the opening of the Revitalize Broadway Corridor Program in Kingston to assist property and business owners with eligible exterior and interior rehabilitation and modifications of buildings. This opportunity can reimburse up to 75% of the total eligible project costs for general building renovations.

Target Areas

The properties must be located in the western Midtown 5-block section from the Albany Avenue roundabout to the Broadway and Grand intersection and the Waterfront 3-block section from McEntee Street to the Rondout Creek.

 

Eligible Improvements

  • Health and Safety Improvements:
    Fire alarms, sprinklers, fire escape repair, correcting code violations.
  • Accessibility Improvements:
    Ramps, elevators, widening entryways, automatic doors.
  • Energy Efficiency Improvements:
    Insulation, HVAC system upgrades, water-conservation improvements.
  • Facade Restoration:
    Preservation projects, reopening storefronts, removing solid security gates, signs, awnings,
    re-pointing brick, window repair.
  • Residential Improvements:
    Convert vacant upper stories into apartments, correct code violations, update existing
    apartments.
  • Prepare Commercial Spaces for Tenants:
    Drywall, electrical, plumbing.

The program requires matching funds for each participating building project. The NYMS grant can reimburse up to 75% of the total eligible project costs for general building renovations up to a maximum of $50,000 per building, or up to $100,000 for building renovation projects involving direct assistance to a minimum of two residential units.

The required match may come from the building owner or other public funds. RUPCO will work with the City of Kingston and the County to determine if other potential sources of a match may decrease costs for the property owner (such as American Rescue Plan Act funds). However, program regulations require that at least 10% of the project cost come directly from the property/business owner.

For example, if you would like to use $50,000 in NYMS grant funds, then your total project costs should be $66,667, and you will need to contribute $16,667.
