Willow Landing

RUPCO is redeveloping the former Quality Inn in the Town of Ulster into Willow Landing — a vibrant community that will provide permanent, supportive housing for families and individuals experiencing homelessness in Ulster County.

This project addresses a critical housing need by converting the existing hotel into 83 modern apartments—including studios, one-, two-, and three-bedroom units—designed with trauma-informed principles to support safety, dignity, and healing. All apartments, except one reserved for the building superintendent, will serve individuals and families experiencing homelessness whose income is below 50% of the Area Median Income.

Willow Landing will also bring much-needed community spaces to the site. The redevelopment includes a therapeutic saltwater pool with lifeguards on duty, supportive services offices to provide residents with direct assistance, and a large community room for gatherings, programs, and activities. The project will also create a two-level daycare center operated by Kingston’s YWCA and a commissary kitchen run by a local entrepreneur, both of which will be open to residents and the wider community.

Who Will Be Served

With funding from the Empire State Supportive Housing Initiative (ESSHI), Willow Landing will provide rental support and case management for people experiencing homelessness. The program will prioritize families and individuals with mental health or substance use challenges, veterans with an honorable discharge, young adults between the ages of 18 and 24, and individuals who have been chronically homeless.

A Campus Designed for Wellness

The campus design emphasizes safety and wellness, with 24/7 on-site staffing to ensure the building is secure and well-maintained while offering support services to residents. Laundry and trash rooms will be available on every floor for convenience. Outdoor green spaces throughout the property will provide children and adults with areas to relax and play. The Federal Transit Administration (FTA) has awarded a grant to purchase an 11-person vans to help residents have reliable transportation.

Sustainability at the Core

Willow Landing is not only about creating housing but also about building a sustainable future. The substantial rehabilitation of the 40-year-old hotel includes energy-efficient features such as geo-thermal heating and cooling, solar panels for clean energy production and storage, and new roofing with enhanced insulation. All mechanical, electrical, and plumbing systems will be replaced, a new fire protection system will be installed, and all finishes will be completely renovated.

By combining housing, supportive services, and community amenities, Willow Landing will serve as a cornerstone of stability and opportunity in Ulster County, offering both a safe home and a pathway to wellness for those who need it most.
