Sullivan County Land Bank Lists Four New Affordable Homes on the Market

Sullivan County, NY, April 26, 2026 – Four newly constructed homes are now hitting the market in Sullivan County, marking a major step forward in addressing the area’s housing shortage and creating new opportunities for local families to become homeowners.

Developed by the Sullivan County Land Bank Corporation, these homes are situated on lots that have been vacant for years. Two homes are in Liberty (45 Pinehurst Drive W & 43 Pinehurst Drive E), and two are in Monticello (23 Spring Street & 165 Park Avenue). All four are priced affordably at $275,000 for local residents, with priority given to buyers who live or work in Sullivan County. These homes are now listed for sale and are expected to attract strong interest, given the limited supply of affordable housing in the region.

“This is exactly the kind of progress our communities need right now,” said Serra McDowall, Executive Director of Rural Sullivan Housing Corporation and Administrator of the Sullivan County Land Bank. “We are taking vacant properties and turning them into real opportunities for people who want to live and work here. These homes are going to families who are part of this community, and that has a lasting impact.”

This project fills a housing need, strengthens our tax base, and helps our community thrive.”

“We are thrilled to see these new homes take shape in the Village of Monticello,” said Village of Monticello Board Member and Sullivan County Land Bank Board Member Gordon Jenkins. “The Sullivan County Land Bank has played an important role in turning vacant lots into opportunities for families and future homeowners. This kind of investment helps build stronger neighborhoods and ensures our community continues to grow and thrive.”

Kavleski Excavation Construction, a local contractor, completed the build in partnership with local tradespeople. The project was made possible through a partnership with New York State Homes and Community Renewal, supported by funding from the Land Bank Initiative Program. The program is administered by Rural Sullivan Housing Corporation, a subsidiary of RUPCO, Inc., which oversees the day-to-day implementation of Land Bank projects across the county. With these completions, the Land Bank has now built seven new single-family homes, each sold at an affordable price to members of the local community.
