The Newburgh Targeted Home Improvement Program (T-HIP) offers grants of up to $40,000 to help low- to moderate-income homeowners in the 12550 zip code with home repairs

How am I eligible?

12550 Zip Code

Only homes in the 12550 zip code are eligible for this program.

Primary Residence

Must own and occupy home receiving assistance. Vacation or second homes will not be considered.

Up to date on taxes and insurance

Must be up to date on all school, land taxes, mortgage and homeowners insurance payments must be up to date. Permanent mortgage modifications to prevent foreclosure must be in place for at least 6 months.

Meet Income Guidelines

Income must be reported for all household members who are over 18 and who are not full-time students. Due to the risk of foreclosure, households with no income or negative income cannot be served by the program.

Income includes earnings of all adults (18+) who are not full-time students, including wages, benefits, child support, self-employment income (3-year average), Social Security, pensions, and more.


Is My Property Eligible?

Eligible homes must:

  • Not be in floodways or flood paths. Properties located in flood zones will be required to have flood insurance.
  • In the case of multifamily dwellings/properties – The program can only serve one to four-family residential dwellings. However, work can only be performed on the owner’s dwelling unit and common spaces. Please note that all tenant units must be inspected for health and safety failures. Failures in tenant units must be repaired by the owner at the owner’s expense. If the owner cannot perform the necessary repairs, the property will be deemed ineligible. Homes with 5 or more units cannot be served.
  • Homes must have a certificate of occupancy for residential use. If the property has an open building permit, it will not be served until the owner closes out the permit before service. Some properties containing commercial or industrial businesses may be ineligible.

Use the list below to ensure your application is complete. Incomplete applications will be returned and not processed.

  • Application signed by all owners of the property.
  • Authorization to release information signed by all owners.
  • Agency Disclosure signed by all owners.
  • Lead booklet receipt- sign that you have received the Renovate Right booklet.
  • Proof of household income: last 4 weeks of paystubs, most recent federal tax return filed (if self-employed provide last 3 years with schedules), ss awards letters, pensions etc.
  • 3 Months of most recent bank statements (savings, checking, other liquid assets)
  • Photo ID of applicant and co-applicant (if applicable)
  • Proof of homeowners insurance.
  • Last mortgage payment statement showing up to date.
  • Land and School tax bills showing up to date.
  • Contractor estimates you may have received (if applicable)
