Attention Ulster County seniors: Are you in need of home emergency repairs?

RUPCO can help! The RESTORE program can provide funds to seniors age 60+ so they can remain living independently and safely in their homes.  All applicants must own a home in Ulster County and comply with the income limits stated. 


RESTORE Program Eligibility

Eligible repairs
Grant funds may be used to assist homeowners with completing emergency repairs or addressing code violations. An eligible emergency repair eliminates a hazardous condition or deficiency that poses an immediate threat to the life, health, or safety of the elderly homeowner. Accessibility modifications are also allowed.

Emergency repairs can include, but are not limited to: Major system failures—water, septic, heating, and roof systems endangering occupant safety, electrical, and barriers to accessibility.

An eligible participant must meet the following criteria:

  • Must be an Ulster County resident.
  • Owns and occupies the residential unit receiving assistance as a primary residence. Commercial properties, vacation, or
    second homes cannot be considered.
  • Must be sixty years of age or older.
  • The household gross income from all sources must not exceed the chart below. Income must be reported for all household members who are over 18 and who are not full-time students. Due to the risk of foreclosure, households with no income or negative income can not be served by the program.

Eligible homes must be:

  • Not be in floodways or flood paths. Properties located in flood zones will be required to have flood insurance.
  • In the case of multifamily dwellings/properties – The program can only serve one to four-family residential dwellings. However, work can only be performed on the owner’s dwelling unit and common spaces. Please note that all tenant units must be inspected for health and safety failures. Failures in tenant units must be repaired by the owner at the owner’s expense. If the owner cannot perform the necessary repairs, the property will be deemed ineligible. Homes with 5 or more units cannot be served.
  • Homes must have a certificate of occupancy for residential use. If the property has an open building permit, it will not be served until the owner closes out the permit before service.

All applications and documentation must be completed, signed, and mailed or dropped at 301 Fair Street, Kingston. NY 12401. No faxed or e-mailed applications will be accepted.

Use the list below to ensure your application is complete. Incomplete applications will be returned and not processed.

1. Application signed by all owners of the property.
2. Authorization to release information signed by all owners.
3. Agency Disclosure signed by all owners.
4. Lead booklet receipt- sign that you have received the Renovate Right booklet.
5. Copy of Deed.
6. If the home is a manufactured/mobile home in a park, provide either the bill of sale or a copy of the title to the home.
7. Proof of homeowners insurance.
8. Last mortgage payment statement showing up to date.
9. Land and School tax bills showing up to date.
10. Photo ID of all owners.
11. Birth Certificates and/or Social Security cards of all household members.
12. Most recent statements for assets (savings, checking accounts, IRAs , Stocks, retirement accounts etc.)
13. 2023 Federal tax return with W2’s for the owners (applicants).
14. Proof income – Submit what pertains to you and your household.
